Agency
Agency in scripture is not merely the ability to pick. It requires real alternatives, real knowledge, real freedom and real consequences — and scripture says what happens when any one of the four is removed.

27Wherefore, men are free according to the flesh; and all things are given them which are expedient unto man. And they are free to choose liberty and eternal life, through the great Mediator of all men, or to choose captivity and death, according to the captivity and power of the devil; for he seeketh that all men might be miserable like unto himself.
What agency is not
- It is not freedom from consequence. Both branches in 2 Nephi 2:27 lead somewhere, and the chooser does not choose where.
- It is not licence. Alma 41:10 — 'wickedness never was happiness' — is a statement about how the universe is built, not a threat.
- It is not neutrality. D&C 58:26–28 calls a person who must be commanded in all things a slothful servant; agency is expected to be used.
- It is not unconstrained. Circumstance, biology, trauma and addiction all narrow the space in which a person actually chooses, and scripture judges by desire and by what a person did with what they had (Alma 41:3; D&C 137:9).
Principle
Agency is the freedom to choose, never the freedom to choose the consequence — and God's own dealings are constrained by it.
D&C 121:41–42 makes the same principle binding on anyone acting in God's name: persuasion, long-suffering, gentleness, meekness, love unfeigned. The plan that was rejected at the council was rejected precisely because it removed this.
What this topic holds
Opposition is the condition of meaningful choice, not an unfortunate feature of the world.
God will not remove agency to secure an outcome, and neither may anyone acting in His name.
